Where the rules stand on October 20, 2026
Four different rulebooks talk about fences in the first 5 feet. They don't agree, and only some are in force.
| Rule | Who it covers | What it says about fences | Status |
|---|---|---|---|
| City of San Diego Zone 0 guidelines (rev. Apr 22, 2026) | Homes in a Very High Fire Hazard Severity Zone inside city limits | At least a 5-ft non-combustible span where a fence or gate attaches to the house. Combustible fences running alongside the house are limited. Existing vinyl can stay if parallel, 4+ ft away, kept clear and in good condition. | Education year now. Enforcement can start Feb 28, 2027. Fences and gates by Feb 28, 2029. Details and free check |
| County of San Diego 2026 WUI Code, §604.12.1 | Unincorporated areas served by the 12 fire protection districts that adopted it | Zone 0 must be continuous hardscape or non-combustible materials. Ask your district how it applies this to fences. | In effect since April 2, 2026. Your fire district enforces it. |
| Statewide Zone 0 regulation (Board of Forestry, adopted Aug 19, 2026) | Very High zones in cities and counties, plus all State Responsibility Areas | No new combustible fencing within 5 ft. Attached or nearly attached fences need a 5-ft noncombustible span. Repairs to existing combustible fences may use combustible material. | Not in effect. Filed Aug 28, withdrawn from state review Sept 8, 2026. Not refiled as of Oct 20. |
| Insurer discount checklist (10 CCR 2644.9) | Any home policy priced on wildfire risk | Credit for "only noncombustible materials" in fences, gates and other improvements within 5 ft. No vinyl exception. | In force since 2022. Ask your insurer. |
| IBHS Wildfire Prepared Home | Voluntary designation, single-family homes | Remove or replace wood and vinyl fencing, posts, gates and retaining walls within 5 ft. | Open now. $125 application fee. |
The strictness ladder: same fence, four answers
This is our reading of each document for common situations, so you can see which standard you're actually aiming at. Your fire agency and your insurer make the real call.
| Your situation | City guidelines | State text (not in effect) | Insurer credit | IBHS |
|---|---|---|---|---|
| Wood fence or gate attached to the house | Needs 5-ft span | Needs 5-ft span | No credit | Replace |
| Vinyl fence attached to the house | Needs 5-ft span | Needs 5-ft span | No credit | Replace |
| Vinyl running alongside, 4+ ft away, kept clear | May stay | Not settled | No credit | Replace |
| Repairing an existing wood fence with wood | OK until the 2029 deadline | Repairs allowed | No credit | Replace |
| Fire-retardant-treated wood within 5 ft | New parallel runs only, listed products, same conditions as vinyl | Not settled | Likely no: not noncombustible | Likely replace |
| Metal or masonry in the first 5 ft | Meets it | Meets it | Credit | Meets it |
The practical takeaway: if you're replacing anything in the first 5 feet anyway, metal or masonry is the only choice that satisfies all four. Vinyl and treated wood can satisfy the City and still lose the insurance credit.
Five worked cost examples
All math uses the installed ranges in this site's fence calculator: aluminum $34–$74 per foot, wrought iron or steel $34–$81, block wall $55–$90, and $400–$1,200 per gate. Removing the old section, hauling it away, setting a post next to the house, and minimum job charges are not included. Ask for those as separate lines.
| Scenario | Math | Ballpark |
|---|---|---|
| A. One fence meets the house. Swap the first 5 ft for aluminum. | 5 ft × $34–$74 | $170–$370 |
| B. Fences meet the house on both side yards. Two 5-ft steel sections. | 10 ft × $34–$81 | $340–$810 |
| C. The gate is in the first 5 ft. 5-ft steel section plus a metal gate. | 5 ft × $34–$81 + $400–$1,200 | $570–$1,605 |
| D. A 40-ft wood fence runs alongside the house within 5 ft. Replace with aluminum. | 40 ft × $34–$74 | $1,360–$2,960 |
| E. Same 40 ft, but as a block wall instead. | 40 ft × $55–$90 | $2,200–$3,600 |
Scenarios A to C cover most attached fences. Because the jobs are small, a contractor's minimum charge can be bigger than the material math, so it can pay to bundle both side yards, or the gate, into one visit. A block wall 7 ft or taller, or a retaining wall with a fence on top, needs a City building permit (see the calculator notes).

Ask your insurer for the dollar amount: discounts often apply only to the wildfire part of the premium, so a percentage alone can mislead.
What insurers actually credit
California's mitigation rule (10 CCR 2644.9) makes insurers that price wildfire risk give a separate discount for each listed step, and the Department of Insurance expects at least $1 per step. How much more is up to each insurer's approved rate plan. Published examples:
| Insurer / program | Fence-related credit | Bigger prize |
|---|---|---|
| AAA (CSAA), HO-3 policies effective Aug 1, 2026 or later | Up to 1.0% off the wildfire portion for only noncombustible fences, gates and improvements within 5 ft | Up to 5% (IBHS Prepared Home) or 10% (Plus), up to 32% total across all measures |
| California FAIR Plan, dwelling fire (discounts as of Nov 15, 2025) | One of five "immediate surroundings" discounts | Up to 16.4% off the wildfire portion across 12 discounts |
| Mercury, California homeowners | Noncombustible fencing within 5 ft is on its checklist; discounts are tiered (12.5%–45% of the wildfire-peril premium) | IBHS Wildfire Prepared Home 22.5%–37.5% of the wildfire-peril premium; Plus 30%–50% |
Honest math: the fence credit on its own may be a few dollars a year. The fix earns its keep when it's the last missing piece of the 5-foot checklist (clear mulch and debris, nothing stored, noncombustible fences and gates) or of an IBHS designation, where the discounts are much larger. Take dated photos before and after, and send them with your discount request.
Before you call a fence contractor
- Run the free Zone 0 fence and gate check to see which runs are involved.
- Ask for every part in the first 5 ft to be metal or masonry: posts, rails, panels, gate and gate frame.
- Get removal, haul-away and how the new section joins the old fence as separate lines.
- Check the contractor's CSLB license (C-13 fencing) free at cslb.ca.gov. The down payment on a home improvement contract can't be more than 10% or $1,000, whichever is less.
- Shared fence? Send the 30-day written notice first. Our free neighbor fence letter covers what Civil Code 841 asks for.

Questions
What does it cost to make a fence Zone 0-ready in San Diego?
For most homes the fix is only the first 5 feet where a fence meets the house. At this site's installed prices ($34–$81 per foot for aluminum or steel, $400–$1,200 per gate), one 5-foot metal section runs about $170–$405 and a section with a metal gate about $570–$1,605, before removal and minimum charges. The statewide Zone 0 rule is not in effect (its filing was withdrawn on September 8, 2026), but insurers must already credit noncombustible fencing within 5 feet.
Is California's statewide Zone 0 rule in effect?
No. The Board of Forestry adopted it on August 19, 2026 and filed it with the Office of Administrative Law on August 28, but OAL lists the filing (2026-0828-03E) as withdrawn on September 8, 2026. As of October 20, 2026 it has not been refiled (the Board says it is still working with OAL on a final review), so there is no statewide effective date or deadline. Local rules, like the City of San Diego's Zone 0 guidelines and the County's 2026 wildland-urban interface code, are separate and unaffected.
Will a metal fence section lower my home insurance?
It should earn a credit. California regulation 10 CCR 2644.9 requires insurers that price wildfire risk to give a separate discount for each listed mitigation step, and one is using only noncombustible materials in fences and gates within 5 feet of the home. The Department of Insurance expects at least $1 per step, so the fence credit alone can be small. The bigger savings usually come from completing all of the 5-foot steps or earning an IBHS Wildfire Prepared Home designation.
Is a vinyl fence OK within 5 feet of the house?
It depends on who is asking. The City of San Diego's guidelines let an existing vinyl fence stay if it runs parallel to the house at least 4 feet away and meets other conditions. Insurers' discount checklists say only noncombustible materials, and the IBHS Wildfire Prepared Home standard says wood and vinyl fencing within 5 feet must be removed or replaced with noncombustible material. If you want the insurance credit, plan on metal or masonry.
Who pays for a Zone 0 fix on a shared fence?
California Civil Code 841 presumes neighbors share the reasonable cost of replacing a dividing fence equally, after 30 days' written notice that describes the problem, the fix, the cost and the timeline. The presumption can be rebutted, for example when one side benefits much more. Often only a 5-foot span next to one house is involved, so the shared cost is small.
