What San Diego's Zone 0 guidelines say about fences and gates
"Zone 0" is the ember-resistant area within 5 feet of a home's exterior walls (or attached deck, stairs or pergola), or up to the property line if that comes first. The City of San Diego's guidelines apply to homes in a Very High Fire Hazard Severity Zone inside city limits. Section 4.6 covers fences and gates:
- Fence or gate attached to the house: where it attaches and runs out from the house, a minimum 5-foot non-combustible transitional span is required.
- Fences outside Zone 0: no changes or new requirements.
- Combustible fence running parallel to the house inside Zone 0: prohibited where it creates a continuous fuel pathway that could carry fire to the house. A shared fence between neighbors, or two side-by-side fences, are the examples given.
- Vinyl exception: existing vinyl (or other fencing without combustible reinforcement) may stay within 5 feet if it runs parallel to the house, is at least 4 feet away, is kept free of debris, has no plants between it and the house, and isn't an unreasonable fire risk.
- Existing wood: may be allowed where it doesn't create a continuous fuel pathway, as decided by the fire code official.
- New parallel wood fencing is allowed only if it is fire-retardant-treated wood listed in the State Fire Marshal's WUI Products Handbook for exterior use, and it meets the vinyl conditions.
The guidelines flag that your insurer or IBHS may be stricter, for example by requiring at least one non-combustible fence where a pair of parallel fences is present, or by not allowing vinyl or treated wood within 5 feet.
The dates (City of San Diego)
| From | Phase |
|---|---|
| February 28, 2026 | Zone 0 applies to new homes applying for a building permit. Year of education for existing homes. |
| February 28, 2027 | Existing homes: maintenance (dead plants and debris, firewood, trash bins, under-deck storage). Enforcement can begin. |
| February 28, 2028 | Vegetation that doesn't meet the guidelines is removed or replaced. |
| February 28, 2029 | Full compliance, including replacing fences and gates that don't meet the guidelines. |
The City says property owners don't have to act now, that the guidelines "do not require home hardening retrofits," and that they may change before they're final. Its focus is "education and progress, not on violations." Starting early simply spreads the cost out and may help with insurance (below).
The insurance angle
The California Department of Insurance's Safer from Wildfires program lists 10 actions, and says every one qualifies you for an insurance discount. One of them is a 5-foot ember-resistant zone, including fencing: "Replacing wood fencing connecting to your home with metal is critical because it can act like a candle wick leading fire straight to your home." Ask your insurer which discounts it applies and what proof it wants (often photos), then send it.
What the fix might cost
For a typical attached fence, the fix is the first 5 feet next to the house, plus any gate in that span. As a rough ballpark, this site's aluminum or steel range of $35 to $80 per foot installed works out to about $175 to $400 for a 5-foot section. Removing the old wood, setting posts next to the house, a metal gate, and any minimum job charge come on top, and we haven't independently verified those costs. Ask for written, itemized quotes that name the material for every part, including the gate and its frame.
Questions to ask a fence contractor about Zone 0
- Will the first 5 feet from the house, including posts, rails, gate and gate frame, be non-combustible (metal or masonry)?
- How will the new section join the old fence beyond 5 feet?
- Are removal and haul-away of the old section included?
- What is your CSLB license number (C-13 fencing)? You can check it free on cslb.ca.gov.
- Can I get photos of the finished work for my insurer?

Questions
Do I have to replace my wood fence for Zone 0 in San Diego?
In the City of San Diego, the Zone 0 guidelines (revised April 22, 2026) apply to homes in Very High Fire Hazard Severity Zones. Where a fence or gate attaches to the house, they call for at least a 5-foot non-combustible transitional span. The City says homeowners should try to reach full compliance, including fences and gates, by February 28, 2029.
When does San Diego start enforcing Zone 0 for existing homes?
The City's guidelines say they are not enforceable until February 28, 2027, and that the first year focuses on maintenance such as clearing debris and moving firewood and trash bins. Vegetation work follows from February 28, 2028, and full compliance, including fences and gates, from February 28, 2029. The guidelines may still change.
Is a vinyl fence allowed within 5 feet of my house?
Under the City guidelines, an existing vinyl fence without combustible reinforcement may stay within 5 feet only if it runs parallel to the house, is at least 4 feet away, is kept free of debris, has no plants between it and the house, and does not present an unreasonable fire risk. Insurers and IBHS may be stricter.
Can a metal fence section lower my insurance?
California's Safer from Wildfires program lists a 5-foot ember-resistant zone, including fencing, as one of 10 actions that qualify for an insurance discount, and says replacing wood fencing connected to your home with metal is critical. Ask your insurer which discounts it applies and what proof it needs.
